EMERGENCY PROCEDURE FOR BLOOMFIELD COMMUNITY SCHOOLS
The School District has developed a Crisis Response Plan that is designed to minimize danger to anyone occupying a school should an emergency occur. Our main objective is to attend to the health and welfare of your children in the event of a crisis.
In most emergencies your children will remain and be cared for at the school he/she attends. In the rare event of an emergency affecting the school your child attends that prohibits re-entry to the building (such as a broken gas or water main, a fire or toxic chemical spill), students will be transported to an alternative site via school transportation.
We ask that you follow this procedure if you hear of any school
emergency:
1. TURN ON YOUR RADIO OR TELEVISION. We will keep the media
informed of
any emergency.
2. PLEASE DO NOT TELEPHONE THE SCHOOL. We have limited phone
lines.
These MUST be used to respond to the emergency.
3. PLEASE DO NOT COME TO THE SCHOOL UNLESS REQUESTED TO PICK UP
YOUR CHILD AT SCHOOL. Any emergency involving your child’s school
may mean emergency vehicles and workers must be able to get to the
building. If the emergency necessitates relocation of staff and
students you will be informed via the media.
RULES AND REGULATIONS
ATTENDANCE POLICY – 6161A
State Law No. 79-201: “Every person residing in a school
district within the State of
Nebraska who has legal or actual charge or control of any child not
less than seven or more
than sixteen years of age, shall cause such child to attend
regularly the public, private, denominational or parochial schools
each excused by school authorities, unless such child has been
graduated from high school.”
It is the intent of the Board of Education and School Administration that this policy serves as encouragement for our school children to recognize the need for regular attendance and for parents to cooperate in the effort to teach their children that school attendance is their responsibility.
Attendance/Tardy Policy Bloomfield Elementary School:
If it necessary that a student be absent from school, the parents/guardians are to call the school (373-4985) the same day by 10:00 A.M. If the student is not in school and the school has not been notified, school personnel will make an effort to locate the child’s whereabouts.
Students arriving between 8:15 and 9:30, except if they ride the bus, will be marked
tardy. Students arriving after 9:30 or leaving before 2:00 will be counted absent for one half day. Students who leave during the day and arrive back before daily dismissal will be one half day absent if they are absent for two or more hours, excluding noon lunch/recess,
TYPES OF ABSENCES
Excused
An excused absence is one because of illness, parent request, emergencies, dental or doctor appointments, funeral, school sponsored activities, or any other reason deemed appropriate by the administration.
Unexcused
Any absence, with or without parental knowledge or permission,
from one or more class
periods that is not considered as a valid excused absence or is
considered truancy will be classified as an unexcused absence.
ABSENTEEISM/TARDINESS
A student who has accumulated ten absences at any point in time in the year or has been tardy five times per semester has missed extensive instruction and class material. Therefore, a letter will be sent to the parents to explain the concern and a meeting will be set up with a personnel team to discuss the situation. A decision will be reached which may include the following possibilities; time made up after school, missed recess, or retention. Special consideration can be made for extended or serious illness/injuries as well as emergency situations. Habitual truancy by a student after the personnel team meeting will result in notification provided to the county attorney.
Picking up homework or sending it home with someone is recommended during a student’s absence. A student has two days to make up assignments per each day absent.
Classroom Book Orders:
To eliminate confusion, parents are asked to please make checks for book orders payable to the company – not to the school or staff members.
Birthday Invitations:
Please do not send birthday invitations to school with your son/daughter for delivery to other children. By sending them through the mail or some other private means, it will help the children in experiencing lesser amounts of frustration, anxiety, and embarrassment here at school.

Medication
Medications sent to school by parent/guardians, for their child, present certain risks to the school. It requires an adult to dispense the drug.
We do not want students in grade school medicating themselves, so we have adopted certain guidelines which we believe will protect your child and the school.
Your child will receive a form regarding the administering of medication the first day of school, and this form is to be brought home. Please read the form carefully. Please fully complete, either part 1 or part 2 of the form, depending on whether the medication to be administered is prescriptive or non-prescriptive. The form will need to be signed, dated, and returned to the school office prior to administering any medication. We prefer to have the parent bring it to school and explain in person the need for the medication. Medication to be administered at school is done only when it cannot be accomplished in a home setting. Since we do not have the services of a fulltime school nurse, the administration of large quantities of medication by office personnel becomes prohibitive.
We also discourage the sending of non-prescriptive medicine, not authorized by a physician, such as aspirin, Tylenol or cough syrup. Instead of dispensing these types of medication at school, we would rather call you if your child complains of any discomfort. If a child needs to be medicated for complaints such as headache and pain, or has a fever, we feel he/she is usually too ill to be in school.
Cough drops are a choking hazard and often times misused as a
candy treat and distract from class time. Children will be provided
the opportunity to get a drink of water if throat discomfort
exists.
If more than one dosage of non-prescriptive drugs is needed per day, the parent will be required to come to school and administer it.

General Health Information
The school nurse, in cooperation with the building principals will
see that the following student information is collected. The
information shall be on file in the office of the school nurse,
with each building principal, and with each teacher in grades
K-6:
I Parent or guardian’s name, address, and telephone number.
II The name, address, and telephone number of the parent(s) or
guardian(s), and
employer(s).
III. The name, address, and telephone number of a person to contact
if school officials are
unable to contact the parent.
IV The name, address, and telephone number of the child’s doctor to
contact in case of an
emergency.
Parents or guardian should not send a child to school under the
following conditions:
I. If the child’s temperature is over 100 F.
II. Presence of diarrhea in the last twelve hours.

III Sore throat (inflamed or infected tonsils) accompanied with
a fever, coughing, and/or
discharge of respiratory phlegm or nasal mucus.
IV Ear ache with discharge or fever.
V Diseases such as measles, three-day measles, mumps, chicken pox,
or scarlet fever.
VI Child is feeling uncomfortable and unwell to the extent that the
child is unable to
accomplish normal school activities.
Children will be excluded from school under the following
conditions:
I. Vomiting occurs.
II. Fever of 100 F.
III. Child feels too ill to function well.
IV.
A signed form is needed only at the time your child is to be
medicated at school.
Children will be allowed to self-applicate Chap stick during the
school day.

School Building, Playground, & Bus Loading/Unloading Area Procedures:
Purpose: 1. To insure the health and safety of all school
children and staff. (K-6)
2. To develop respect for others and school property. (K-6)
Procedures: Anything that detracts from purposes 1 and 2 is not
permissible. Any
detractions will result in remediation.
WEATHER CONDITIONS – Appropriate Outdoor Recess Clothing.
COLD TEMPERATURES:
Children will have recess unless adverse conditions exist. Adverse
conditions are those in
which the combination of temperature and wind. (WIND CHILL) is “O”
F or lower. The
ultimate decision will be made by the administrator.
HEADWEAR, GLOVES/MITTENS, AND BOOTS in addition to
coats/snowsuits/
coveralls are the expected clothing items for outdoor winter school
activities.
IF for any reason children do not wear boots, they will remain
on the hard surface area
during muddy/snowy conditions.
WARM TEMPERATURES:
Children will wear coats when outside temperatures are below “60”
F. Fall and spring
hot weather – clothing must be appropriate for a school
setting.
INSIDE RECESS SUPERVISION:
When children are inside the building during their recess time,
children will be directly supervised by staff members on duty.
Games, puzzles, videos, study hall, or activities will be available
during those times.
ILLNESS – OUTDOOR RECESS POLICY:
A child will follow the regular daily schedule which includes
outside recess upon their return to school after an illness.
However, if a child has been absent due to illness for three or
more days, a written parental request will be honored to allow that
child to stay in for one day'’ recesses following their return to
school. If parents want their child to remain inside for recesses
beyond one day, a written or oral statement from the doctor
will be required.

II. Grade Determination
A) Decisions about citizenship grades for students will be made,
cooperatively
by the homeroom teachers of each respective grade 4, 5, &
6.
B) Input from teachers of other classes in which the students
are involved
will be reviewed and considered by the homeroom teachers in
their
decision. Homeroom teachers will communicate with teachers of
other
classes when a student in considered for an “E” (Excellent)
citizenship grade
or in any situations where additional input is necessary.
At pre-opening school year meetings, reminders will be provided to
the teachers of Physical Education, Music, Art, Guidance, and Band
of the great
importance of effort grades in each respective area and that
classified staff needs to share pertinent information with homeroom
teachers.
III. Grading/Reporting
Reports reflect achievement, effort, citizenship and progress or
skills relative to Nebraska State Standards. Grade 3 currently
provides a letter grade (A, B, C, D, F) as
compared to G, S, N, & U. Bloomfield Elementary staff will be
implementing a technology type reporting system during the
2004-2005 school year.
BEHAVIOR/HOMEWORK INFRACTIONS
Consequences/resulting actions for infractions related to
behavior and homework can include, but are not limited to, parent
contact, counseling, classroom discipline, principal conference,
waiver of noon recess privileges, after-school work supervision,
suspension/expulsion and retention.
Positive reinforcement and encouragement are first courses of
action and preclude the consequences stated above when behavior and
homework are inappropriate.
Book Condition Report/Property Damage
All students will complete a book condition report on all
schoolbooks issued to them. State law dictates that loss or damage
to schoolbooks is assessed to the person who was issued the book.
Teachers will assess the condition of the book when it is returned
and determine the fine if any. Book covers are highly recommended.
Students, take very good care of your books!
School property that a student willfully damages will result in the
student paying appropriate replacement cost plus labor
involved.

Lunch Procedures
1. Encourage students to eat the food on their tray.
2. Encourage students to taste new foods.
3. Only those students who purchase a meal may eat the “free
extras”.
4. If a student brings a lunch from home, they can purchase seconds
such as a cookie, jello,
fruit, etc.
5. If a student brings lunch from home, that student will be
discouraged from including pop in
the lunch.
Bicycles
Children riding bicycles to school are to park them in the bicycle
rack in the north of the elementary school where they will remain
throughout the school day.
Fire Drill
It is important that each student know exactly what to do during
any given time during the school day.
Each of the teachers will give you instruction in fire drill procedure. The method of exit from the building is posted in each room. Below are some general instructions, which we shall follow for all drills.
THE FIRE BELL IS A CONTINUOUS WARNING!
1. Walk rapidly but orderly. Do not run, push, or talk. Be
prepared to hear emergency
instructions.
2. The teacher in each room will be the last to leave.
3. The first two students reaching the outside doors are to hold
the door open.
4. In the event of an actual fire, it would be important that
students be far enough from
the building so that the last students out can also reach the
sidewalks parallel to the
street.
5. When the drill is over, students are to return immediately to
their classroom in an
orderly manner. Stay on the sidewalk at all times.
6. Remember to be alert! The next drill may not be a “drill”!
Tornado Warning
Instructions for a tornado drill are posted in each room. Students
and adult personnel from the south hallway, multipurpose room and
kitchen will utilize the girls restroom (East side – North hallway)
and all students, and adult personnel from the North hallway,
office area, faculty and health room will utilize the boys restroom
(East side – North hallway).
THE TORNADO WARNING SIGNAL IS AN EVENLY INTERRUPTED FIRE BELL!
SUSPENSION-EXPULSION POLICY

DISREPECTFUL, ABUSIVE, PROFANE LANGUAGE
The Board of Education, parents, community, staff, and students
are very concerned about the use of disrespectful language, abusive
language, and/or profane language in the school setting.
Our goal is to eliminate this behavior in order to make a more
appropriate educational setting for our students and staff. This
goal will be a point of emphasis for everyone in the school
system.
Violations by students can result in detentions and/or suspensions.
Violations by faculty and staff can result is reprimands, suspensions, and/or terminations.
Lost & Found Articles
Lost items should be reported to the principal’s office. It should
be fully understood by
all that the student is responsible for his own property and the
school cannot assume
responsibility for the loss or vandalism of personal property which
has been lost.
All articles which have been found should be taken to the
Principal’s office. The
office will seek to return each article to its rightful owner. All
articles which go
unclaimed will be disposed of at the end of the year.
Conduct at Program & Games
At programs, do not make unnecessary noises, listen attentively
and be polite and orderly
in asking or answering questions. Elementary age children are to
remain in the high school gym area or the west lobby during
volleyball and basketball games.
At the games, good sportsmanship is important. Show loyalty to
our team by cheering for it and cooperating with the Cheerleaders.
Refrain from remarks to referees and to the
opposing team or students.
Cancellation of School
In case of severe weather when it is necessary to cancel school
in the morning, the
announcement will be made over WNAX, 570 on the dial in Yankton,
South Dakota.
If inclement weather develops during the day, the busses will
bring the students home
immediately after an early dismissal, which will be on WNAX
also.

LUNCH PROGRAM
In accordance with Federal law and U.S. Department of
Agriculture policy, this institution

The following mission statement of the Nebraska School Food
Service Association is
endorsed by the Bloomfield Community Schools Food Service Staff.
“To provide
healthy school meals and nutrition education for Nebraska children
as a vital part of their
education so they will succeed in school and life.”
The Bloomfield Community Schools offer lunches to students in
grades K-12. Lunches are to be prepaid. Once the family lunch
account has been depleted, students will be
allowed only three meals. If money is not brought by the end of
this time, a student may
be denied a meal. No seconds will be allowed if there is not enough
money in the family
account.
Eating in the lunchroom is a privilege. Therefore, guidelines must
be followed to create a
pleasant eating environment for all students.
1. Treat other students, school property, and staff with
respect.
2. Remove caps or hats when entering the building.
3. All food not eaten should be put in the trash cans.
4. Please consume your meal in the cafeteria. Removing
food/utensils from the cafeteria will not be allowed.
5. No pushing, fighting, or throwing of food is allowed.
6. Foul language, swearing, loud and boisterous talking are not
acceptable.
Students who choose not to be courteous or use good table manners
will be removed from the lunchroom and be suspended from the
lunchroom for a period of time.
Repeated violations may result in long-term suspension.

Superintendent, at the high school (373-4800).
The Bloomfield Community Schools do not discriminate in the
cafeteria. If you feel
there has been some form of discrimination, please follow the
procedures as they are
outlined below.
Procedure for Accepting and Filling Complaints of
Discrimination
In School Nutrition Programs
I. Right to File a Complaint
Any person alleging discrimination based on race, color, national
origin, sex, age or disability
has a right to file a complaint within 180 days of the alleged
discriminatory action.

II. Acceptance
All complaints, written or verbal, shall be accepted by the School
Food Authority (SFA) and
forwarded to the Nebraska Department of Education. It is necessary
that the information be
sufficient to determine the identity of the agency or individual
toward which the complaint is
directed, and to indicate the possibility of a violation. Anonymous
complaints shall be
handled as any other complaint.
III. Verbal Complaints
In the event that a complainant makes the allegation verbally or
through a telephone conversation and refuses or is not inclined to
place such allegations in writing, the person to whom the
allegations are made shall write up the elements of the complaint
for the complainant. Every effort should be made to have the
complainant provide the following information.
a. Name, address, and telephone number or other means of contacting
the complainant.
b. The specific location and name of the entity delivering the
program service or benefit.
c. The nature of the incident(s) or action(s) that led the
complainant to feel discrimination was a factor.
d. The basis on which the complainant feel discrimination exist
(race, color, national origin, sex, age or
disability).
e. The names, titles, and addresses of persons who may have
knowledge of the discriminatory action(s).
f. The date(s) during which the alleged discriminatory action
accrued, or if continuing.

SCHOOL BUS & TRANSPORTATION RULES & REGULATIONS
The driver of a school bus is in complete charge of the
passengers and the bus. The driver’s relationship with the students
is on the same basis as the teacher in the classroom. Bus
transportation of students is a privilege, conditioned on courteous
behavior and observance of the rules for bus riding. The safety of
the bus and its passengers requires total cooperation from everyone
for the protection of students as well as the prevention of
accidents caused by distracting the bus driver. The driver’s duties
include reporting to the principal the names of any students who
persist in violating the rules and regulations of the safe riding.
Violations may lead to a warning, short term
suspension, long term suspension, or expulsion from riding
privileges as follow:
A. Minor Rules:
1. Students must be seated in a passenger seat on the bus while it
is in motion.
2. Aisles must be kept clear of obstructions.
3. Don’t open windows without the driver’s permission.
4. Don’t eat or drink on the bus without the driver’s
permission.
5. No loud or boisterous talking while the bus is in motion.
6. Do not fight, wrestle, threaten or molest fellow students at the
bus stop or on
the bus.
7. Keep hands, arms and head inside the bus.
A. Minor Rule Infractions:
1. Warning:
a. Notify parent by phone if one minor rule is broken and student
sits up front.*
b. Notify parent in writing if minor rules continue to be broken
after or during the first disciplinary period and student continues
to sit up front.*
2. Short Term Suspension:
a. One-week suspension from riding the bus for a third infraction
which occurs
after or during the second disciplinary period.
3. Long Term Suspension:
a. Two-week suspension from riding the bus for a fourth infraction
of the minor
rules.
4. Expulsion:
a. Suspension from riding the bus for the remainder of the semester
for a fifth
infraction of the minor rules.
*Length of Warning and Suspension times may be modified by the bus personnel when more than one individual is involved in an incident.

Firearms and Destructive Devices
B. Major Rules:
1. Don’t throw articles inside the bus or out the bus windows.
2. Don’t use obscene, threatening of flagrantly disrespectful
language or gestures.
3. Don’t write of display obscene words or pictures.
4. No intimidation of students or school personnel.
5. Tobacco, alcohol and illicit drugs are not allowed on the bus at
any time.
Students may not carry or have on their person tobacco, alcohol
beverages
or illicit drugs nor may they be under the influence of alcohol or
illicit drugs in
any degree on the school buses.
6. No act of insubordination toward the driver will be allowed.
7. No firearms or weapons of any kind will be allowed.
8. Deliberate damage to seat covers, windows or any other part of
the bus will not be
tolerated.
C. Major Rule Infractions:
1. Short term suspension (one week),Long term suspension (two
weeks) or
Expulsion may be used for one violation of the major rules. Exact
disciplinary
action will depend upon the infraction, intent, and extenuating
circumstances.
*WE HAVE A ZERO TOLERANCE FOR SUNFLOWER SEEDS. If anyone is found to have sunflower seeds on the bus they will be required to report to the bus barn at the driver’s convenience to help in the clean up of the bus. This applies to everyday commuters as well as any student for any activity.
*If a student is not at the designated stop, it will be up to them to get to school, as the buses will not be going back to get them.
SAFETY REMINDERS
1. Do not cross the road or highway to load or unload until the bus
driver clearly signals
you to cross.
2. Be sure to cross in front of the bus – not behind, and stay in
the view of the driver.
3. Do not engage in activities at the bus stop that might cause a
student to go into the
street/road such as fighting, pushing or wrestling.
4. Do not fight, threaten or molest fellow students on the bus or
at the bus stop.
5. Be sure to keep your hands, arms and head in the bus at all
times.
*Adopted by Bloomfield B.O.E. during 2003-2004 school year. During bus loading and unloading times at the elementary building, traffic flow be adjusted to one way going north for all vehicles. Designated bus loading and unloading areas will be specified.

PERTAINING TO THE UNLAWFUL POSSESSION, USE, OR DISTRIBUTION
OF
ILLICIT DRUGS OR ALCOHOL ON SCHOOL PREMISES OR AS A PART OF ANY
OF THE SCHOOL’S ACTIVITIES
A. It shall be the policy of Knox County School District No.
54-0586, in addition to standards of student conduct elsewhere
adopted by board policy or administrative regulation to absolutely
prohibit the unlawful possession, use, or distribution of
illicit
drugs and alcohol by any student of the District during regular
school hours or after school hours at school sponsored activities
on school premises, at school sponsored activities off school
premises.
Conduct prohibited at places and activities as herein above described shall include, but not be limited to, the following:
1. Possession of any controlled substance, possession of which is prohibited by law.
2. Possession of any prescription drug in an unlawful fashion.
3. Possession of alcohol on school premises or as a part of any
of the school’s
activities.
4. Use of any illicit drug.
5. Distribution of any illicit drug.
6. Use of any drug in an unlawful fashion.
7. Distribution of any drug or controlled substance when such distribution is unlawful.
8. The possession, use, or distribution of alcohol.
It shall further be the policy of the District that violation of any of the above prohibited acts will result in disciplinary sanctions being taken within the bounds of applicable law, up to and including short term suspension, long term suspension, expulsion, referral to appropriate authorities for criminal prosecution.
B. It shall be the policy of Knox County School District No.
54-0586 to provide each student of the District a copy of the
standards of conduct for student behavior in the District which
prohibit the unlawful possession, use, or distribution of illicit
drugs and alcohol on school premises or as a part of any of the
school’s activities. Such standards of conduct and the District’s
policy of disciplinary sanctions that may be taken for violation of
such standards of conduct shall be given to each student and his or
her parent or parents or parents or guardian
prior to the commencement of each school year on a form to be
developed by the administration or Board of Education.

It shall be the further policy of the District to keep a file
showing receipt of standards of conduct and a statement of
disciplinary sanctions that may be taken for violations of such
standards of conduct. The receipt shall be issued in duplicate and
shall contain in prominent letters the following language: “THIS
RECEIPT SHALL SERVE TO DEMONSTRATE THAT YOU AS A PARENT OR GUARDIAN
OF A STUDENT ATTENDING KNOX COUNTY SCHOOL DISTRICT NO. 54-0586 HAVE
RECEIVED NOTICE OF THE STANDARDS OF CONDUCT OF THIS DISTRICT
EXACTED OF STUDENTS POSSESSION, USE, OR DISTRIBUTION OF ILLICIT
DRUGS AND ALCOHOL ON SCHOOL PREMISED OR AS A PART OF ANY OF THE
SCHOOL’S ACTIVITIES AS DESCSRIBED IN BOARD POLICY OR ADMINISTRATIVE
REGULATION. THIS NOTICE IS BEING PROVIDED TO YOU PURSUANT TO P.L.
101-226
AND 34 C.F.R. PART 86, BOTH FEDERAL LEGAL REQUIREMENTS FOR THE
DISTRICT TO OBTAIN ANY FEDERAL FINANCIAL ASSISTANCE. YOUR
SIGNATURE ON THIS RECEIPT ACKNOWLEDGES THAT YOU AND YOUR CHILD OR
CHILDREN WHO ARE STUDENTS ATTENDING THIS DISTRICT FULLY UNDERSTAND
THE DISTRICT’S POSITION ABSOLUTELY PROHIBITING THE UNLAWFUL
POSSESSION, USE, OR DISTRIBUTION OF ILLICIT DRUGS AND ALCOHOL ON
SCHOOL PREMISES OR AS A PART OF THE SCHOOL’S ACTIVITIES AS
HEREINABOVE DESCRIBED AND THAT COMPLIANCE WITH THESE STANDARDS IS
MANDATORY. ANY NON-COMPLIANCE WITH THESE STANDARDS CAN AND WILL
RESULT IN PUNITIVE MEASURES BEING TAKEN AGAINST ANY STUDENT FAILING
TO COMPLY WITH THESE STANDARDS.
C. It shall be the policy of Knox County School District No. 54-0586 to provide information to all students concerning available drug and alcohol counseling, rehabilitation, and re-entry programs within fifty miles of the administrative offices of the District or, where no such services are found, within the State of Nebraska. Information concerning such resources shall be presented to all of the students of the District.
In the event of disciplinary proceedings against any student for any District policy pertaining to the prohibition against the unlawful possession, use, or distribution of illicit drugs and alcohol, appropriate school personnel shall confer with any such student and his or her parents or guardian concerning available drug and alcohol counseling, rehabilitation, and re-entry programs that appropriate school personnel shall consider to be of benefit to any such student and his or her parent of parents or guardian.
D. It shall be the policy of Knox County School District No.
54-0586 to require the Superintendent of Schools to keep a
statistical report of all violations of the District’s
policies and programs prohibiting the unlawful possession, use, or
distribution of illicit drugs and alcohol by students and employees
on the school district’s property or as a part of any of the
District’s activities. The Superintendent shall at least annually
provide a report to the Board of Education consisting of at least
the following:
1. The date and nature of any incidents of non-compliance with
the District’s
policies pertaining to the unlawful possession, use, or
distribution of illicit
drugs and alcohol by students or employees.

2. The nature of any sanction carried out against any such
person in violation
of such policies.
3. A brief description of any treatment, counseling, or
rehabilitation that any such
policy shall have undertaken and whether such undertaking was
voluntary or
involuntary.
E. It shall be the policy of Knox County School District No. 54-0586 to review biennially its entire program pertaining to the prevention of the use of illicit drugs and the abuse of alcohol program and to implement such changes to the program as are deemed needed.
The Superintendent shall undertake such study as is deemed appropriate to determine whether the program of the District as herein above referred to is accomplishing its intended goals. If the Superintendent determines that changes are necessary or desirable in the program, the Superintendent shall, on or before the regular July meeting of the Board of Education such changes as are proposed by the administration in the program of the District.
F. BOARD POLICY RELATIVE TO DRUG AND ALCOHOL EDUCATION
AND PREVENTION PROGRAM OF THE DISTRICT
PURSUANT TO P.L. 101-226 AND 34 C.F.R., PART 86
It shall be the policy of Knox County School District No. 54-0586 to provide age appropriate, developmentally based drug and alcohol education and prevention program for all students of the schools. It shall be the policy of the District to require instruction at each grade level concerning the adverse effects resulting from the use of illicit drugs and alcohol. Such instruction shall be designed by affected classroom exposed to such instruction. Such instruction should be described in any curriculum guides of the District and should have as one of its primary objectives preventing the use of illicit drugs and alcohol by such students. It shall further be the policy of the District to encourage the use of outside resource personnel such as law enforcement officers, medical personnel, and experts on the subject of drug and alcohol abuse, so that its economic, social, educational, and physiological consequences may be made known to the students of the district.
It shall further be the policy of the district through the instruction earlier herein referred to as well as by information and consistent enforcement of the Board’s policy pertaining to student conduct as it relates to the use of illicit drugs and the unlawful possession and use of alcohol, that drug and alcohol abuse is wrong and is harmful both to the students and the District, and its educational program.

Acceptable Use Policy
Rationale
The Bloomfield Community School District recognizes that the Internet is an integral part of our world. It is essential that our students have an opportunity to explore this mode of communication, which is electronically linking the world together.
The information Highway or Internet can be a valuable learning tool in schools. The internet is a global system of computers connected by telephone lines and used by educators, businesses, organizations, government and the military. As information resources, the Internet is similar to books, magazines, newspapers, and videos.
The Bloomfield Community School District believes that the use
of the Internet will
enhance the ability of teachers to provide new and exciting
learning opportunities. Part of the school’s responsibility in
preparing students for the future is to provide them access to the
tools they will be using as adults. This global information network
is one of those tools.
Precautions
By accessing the Internet and World Wide Web information,
students may access material, which is inappropriate or
unacceptable. The Bloomfield School District will use blocking
software to prevent access to unacceptable sites on the web. The
Bloomfield Board of Education has taken precautions to limit
student access to unacceptable sites and materials. It is
impossible to control all materials and users of the
network may access inappropriate information.
Acceptable Use
Use of computers must be consistent with the educational
objectives of the Bloomfield Community Schools. Network users must
adhere to copyright and software piracy policies and legislation.
The use of the computer network is a privilege and appropriate
behavior is required. Passwords are confidential and should be
changed often.
Unacceptable Use
Examples of unacceptable use are outlined below. This list is not all inclusive and other practices may be added.

Using vulgar or inappropriate language.
Sending abusive or threatening messages including hate mail,
harassment or demonstrating other antisocial behavior on the
network.
Violating copyright or not getting the owner’s permission to use
material (copying,
downloading, etc. of files or programs).
Attempting to access another user’s account.
Using computer viruses.
Accessing inappropriate sites.
Damaging computers, computer systems or computer networks.
Intentionally wasting limited resources.
Using the network for commercial or for profit purposes.
Consequences
The consequences will range from an interview with the network
supervisor, to a formal
interview with the principal, to the suspension of the right to
access the computer network, to suspension/expulsion from school.
Parents will be informed of all consequences. The principal and
network supervisor will have final authority to deem what are
acceptable and unacceptable practices on the Internet. Unacceptable
use of the computer network or the Internet may result in:
Temporary or permanent loss of computer/Internet privileges.
Disciplinary action at the discretion of the principal.
Legal action where appropriate.
